Thank you again to all of you who have signed the Open Letter below to Ms. Susan Milburn, Chair of the Board of Governors of the University of Saskatchewan. A first version of the letter was sent to Ms. Milburn and the University Secretary yesterday afternoon; a second, was sent just before the start of last night’s emergency meeting; and a third version, which includes signatures that came in as of early this morning, has now gone. Given, however, that the Board of Governors has chosen to deliberate further on last week’s events at a meeting scheduled for next Monday and Tuesday before it takes any decisions, you are welcome — indeed, encouraged! — to continue signing on to the letter via the “comments”/reply function at the bottom of the formal list of signatories. From these I can prepare a further PDF to go to Ms. Milburn and the University Secretary on Friday afternoon.

Open Letter to the Chair of the Board of Governors of the University of Saskatchewan, Ms. Susan Milburn
Dear Ms. Milburn,
We write as academics across Canada gravely concerned with developments this week at the University of Saskatchewan. We understand that you have called an emergency meeting of the University’s Board of Governors for Monday evening, and write to underscore for you just how grievous we take the week’s events to be.
On Wednesday morning, Canada learned that the Dean of the University’s School of Public Health, Robert Buckingham, had been fired from his positions as Dean and as full professor by the University’s Provost Brett Fairbairn for actions characterized as “egregious conduct and insubordination.” On Thursday, the President of the University of Saskatchewan issued a press release in which she indicated that the University was reversing its position in part by offering Professor Buckingham a new tenured position. We wish to affirm that we take the actions of the Provost to constitute a gross infringement of the principles of academic freedom, and the action and declarations of the President on Thursday reflect an inadequate understanding of these principles.
Specifically, we support the Executive of the University of Saskatchewan’s Faculty Association in the statement that it issued late on Wednesday, in which it declared that while Professor Buckingham, as Dean, “is not and never has been, in-scope of the USFA, the USFA Executive Committee views the steps taken by Senior Administration as contrary to the Canadian Association of University Teachers’ Policy on Academic Freedom for Academic Administrators and an attack on the principle of academic freedom.”
We also affirm our support for the Canadian Association of University Teachers’ Policy of Academic Freedom for Academic Administrators, especially clause 4, which states:
Where a decision has been achieved by consensus, by majority vote, or through the exercise of legitimate authority, that fact does not constrain members of the academic staff, including those holding administrative appointments, from exercising their academic freedom by criticizing the decision.
In our view, Professor Buckingham did something of vital importance in defense of these principles when he made public his critique of administrative decisions being taken at the University of Saskatchewan in regard to its “TransformUS” process. Deans at Canada’s public universities must be free to criticize and speak publicly against decisions being taken by their university administrations. Where they are not free, as Professor Buckingham has declared, to represent their faculty, staff, and students when they find that a decision being taken by their university is not in their best interests, the integrity of the institution and its collegial governances is put at serious risk.
Events at the University of Saskatchewan this week have, moreover, implications for Canadian post-secondary institutions more generally. We ask that the Board of Governors of the University of Saskatchewan keep all of this in mind in its deliberations on Monday evening. The principles of the academy, academic freedom especially, should always be vigorously advanced and studiously protected by the academic administrators of a given institution for they are central not only to the integrity of the academy but to the flourishing of the democratic principles of representation and free speech in Canadian society. Where there is any lapse in this regard, it is vital that a Board of Governors reaffirm these principles and take action consistent with them in the name of all public universities in Canada.

As an alumnus and former faculty member at the University of Saskatchewan, I am appalled and shocked at the actions taken by the President and the Provost. The Board should move quickly to dismiss both these individuals, or at least place an official reprimand on their records, to prevent further damage to the already abysmal reputation of the University.
I hope this scandalous assault on academic freedom and the energetic response to it from across the country encourages others to speak out about the injurious ‘review’ processes being imposed on our departments and universities.

The action of firing someone for not falling in line with the administration may be common practice for the corporate sector but it is completely unacceptable in academia. As unfortunate as the turn to corporatization has been for universities, we have not yet capitulated that which mostly strongly underwrites the difference between the two areas, and that is academic freedom. How can we continue to have faith in our senior management “team”? When they speak out in favour of a process or program, it is clear that they do so because they fear losing their jobs and not because they believe that the process or program is sound.
If the Transform Us process was as good as the administration made it out to be, wouldn’t it withstand criticism and debate, even from the senior ranks?
One of the goals of the senior administration of a University should be to encourage and support the exercise of academic freedom. It is clear that our administration does not have sufficient respect for that principle to let it live in peace, much less defend it vigourously against all comers. Leadership in this, as all things, should come from the top down.

I can certainly understand that the senior administration should “speak with one voice”. That that category usually does not include Deans and most certainly does not include professors who have a duty to speak their mind. The absolute worst outcome for the Dean should be being asked to resign from a senior administration. This should have no effect on his status as a professor, tenured or not.
