In his speech about the Government of Alberta’s 2013 budget on 7 March 2013, Finance Minster Doug Horner referred to the budget as representing a “once in a generation restructuring” of the public sector in Alberta. This “once in a generation restructuring” involves various devastations to Alberta’s social programs and public goods including drastic cuts to postsecondary education that range between 6.8 to 7.2% for Alberta’s various postsecondary institutions. A “once in a generation” budget requires a “once in a generation” response.
